Safi Power Limited 220 MW CC Power Plant (Natural Gas Fired) 2005 -2010

Our team was responsible for turnkey development of the power plant within time and allocated budget from concept to commissioning. This task was accomplished by thorough understanding of the risk at each stage of the development process, analyzing it and implementing the required mitigants. In the initial stages of the development process directing the development of a detailed Project implementation and financial plan to drive the project and perform the required tasks in the correct sequence to achieve the desired results and constantly reviewing and revising were necessary. One important task in the initial stages is the direction on conceptual design and plant layout. All other factors were thoroughly analyzed and evaluated while conducting detail feasibility of the project under his direction. Once clear viability of the project was determined, he got the feasibility  approved by the Expert Advisory Cell in the Ministry of Water and Power. Under his direction detail financial modeling, was conducted, analyzing various factors that make up the tariff. With this information a tariff petition was prepared, filed and public hearing conducted with regulatory agency with his leadership. With the tariff petition and generation license in-hand, he dealt with the banks to acquire a substantial guarantee for the Government to perform financial close within nine months. 

 During the next nine months our team achieved financial close by developing strategies and negotiated power purchase agreement ( PPA), sovereign guarantee (SG) and gas supply agreement (GSA),Engineering, procurement and construction (EPC) and  Operation and Maintenance agreements  (O&M) through RFP development, contracting and management. We dealt with local and foreign banks to meet their requirements for funding of power projects and appointed and managed qualified Owner’s, Lender’s Engineers to Monitor and accept quality under the contract with the EPC contractor. A well rounded project management team was employed and given day-to-day direction. The project implementation went smoothly as the team managed resolution of any claims effectively.

 The Board of Directors was apprised of all risk, remedies and progress through monthly progress meetings.
